Bylaws

ARTICLE I: NAME
The name of this association shall be the Wolverine Deaf Lady Golfers.

ARTICLE II: PURPOSE
The purpose of this association is to promote an interest in the sport of golf amid the Michigan deaf and hard of hearing ladies. It is to sponsor a tournament in conjunction with the Wolverine Deaf Golfers that is held on the weekend after Labor Day in September.

ARTICLE III: MEMBERSHIP
The membership due shall be fifteen (15) dollars for both regular and new members annually. The due shall be payable at the time of the tournament for the following year and/or by the beginning of the month of January.

ARTICLE IV: MEMBERS
Members must be at least 18 years old. All the members have the privilege to vote. They can be elected any office. They may be selected to serve on any committee.

ARTICLE V: OFFICERS
Section 1: The Board shall consist of the President, the Secretary, the Treasurer and the Law Person.
Section 2: The President shall be elected by ballot for the term of two years on every-even year. Her term shall begin at January 1st of the following year.
Section 3: The Secretary and Treasurer shall be elected by ballot for the term of two years on every-odd year. Their terms shall begin at January 1st of the following year.
Section 4: The elections will be held whether before or after August meeting.
Section 5: President will select the Law Person. Her term of one year begins January 1st of the following year.

ARTICLE VI: DUTIES OF THE OFFICERS
Section 1: The President shall:
a. Preside at all the meetings,
b. Help the secretary to keep the scores in order,
c. Oversee the financial reports with an auditor at the end of year.
Section 2: The Secretary shall:
a. Keep the proceedings of the meetings to be recorded,
b. Keep the scores at every outing and the State Tournament and mail the results to members,
Section 3: The Treasurer shall:
a. Open the savings account in the designed bank. Three (3) officers are to sign the bank authorization cards.
b. Otherwise, two (2) signatures for the withdrawal(s) will be appropriate,
c. Deposit the monies after the accurate receipts and disbursement made,
d. Keep an account of all money credits and property of any and every nature of this association shall come into her hands,
e. Prepare the prizes for the state tournament.
Section 4: The Law Person shall:
a. Record the new, amendment, and revised by-laws as submitted by the members,
b. Perform the duties of the President in the event of her absence.

ARTICLE VII: COMMITTEE
Section 1: The President shall select:
a. Historian
b. Auditor
c. Tournament committee

ARTICLE VIII: DUTIES OF THE COMMITTEE
Section 1: Auditor shall review the Treasurer’s books at the end of the year with the President present.
Section 2: The Historian shall:
a. Take and prepare the albums with the candid pictures.
b. With the submission of the costs, she will be reimbursed out of the W.D.L.G. fund.
Section 3: The Tournament Committee shall assist the secretary.

ARTICLE IX: SALARIES
Section 1: The President shall be compensated the sum of one (1) dollar per member per year.
Section 2: The Secretary shall be compensated the sum of two (2) dollars per member per year.
Section 3: The Treasurer shall be compensated the sum of one (1) dollar per member per year.
Section 4: The Law Person shall be compensated the sum of one (1) dollar per member per year.
Section 5: The Auditor shall be rewarded five (5) dollars for her service.

ARTICLE IX: MEETINGS
Section 1: The meeting shall be held in May and August whether before or after the outing.
Section 2: The election for the officers shall be held in August.
Section 3: A special meeting may be called by the order of the President or at the request of any member with the President’s approval.

ARTICLE XI: STATE TOURNAMENT
Section 1: The entry fees for the state tournament will be at least seventy-five dollars (75.00) flat rate per golfer. The kitty purse for the lowest putt score shall be three (3) dollars each entrant.
Section 2: All the entrants are obliged to attend the banquet every five years.
Section 3: All entries shall be mixed on the line-up on the first day. The line-up shall be set up based on A & B classification on the second day according to the scores in the first day round.
Section 4: Any entrant can play 18 holes for two days but the 2-day front nine holes score is to be qualified for the prizes.
Section 5: The amount of cash prizes is to be decided by the Board.
Section 6: Mugs will be awarded to Class A Champion, Class B Champion, and Handicap Champion with understanding either Class A Champion or Class B Champion shall not get an award as Handicap Champion.
a. Cash prizes will be awarded to all:
Class A and Class B combined according to their scores,
Longest drive and Closest to pin events in Class A and Class B flights,
Kitty prizes shall be based on the number of entrants,
Skin contest in Class A and Class B flights of the second day.
b. The Skin prizes drawn out of W.D.L.G. fund shall be 2 dollars per entrant.
c. The Travel Plaque shall be honored to Class A Champion and Class B Champion at every tournament. The plaque must be brought to every next tournament.
Section 7: The Handicap Champion winner shall be determined by the use of the Peoria Handicap system. The selection of holes shall be different each day for two days. In case of a tie, the lowest score from the next hardest handicap hole on the ladies scorecard will decide the winner.
Section 8: In case of a first-place tie, both players are allowed to play a playoff until the lowest score any hole(s) occurs by approval of clubhouse manager. If not, the lowest score on the last hole(s) will decide the champ.
Section 9: There shall be a 2 strokes penalty for each hole to any golfer who comes late in the first hole.
Section 10: For the Longest Drive Contest, the ball must lie on the fairway – not in the rough.
Section 11: For the Closest to Pin Contest, the ball must lie in the green – not outside the green.
Section 12: There will be ten dollars extra for any late entrant after the deadline.
Section 13: Entry fee minus $10 shall be refunded to an entrant not shown up at the State tournament in case of emergency.
Section 14: All entries must follow USGA rules expect notices (see U.S.G.A/L.P.G.A. Regulations).
Section 15: In case of a rainout or storm during a tournament of any two days, regardless if the players have already played a few holes, their scores are to be waived (do not count).

ARTICLE XII: MISCELLANOUS
Section 1: The members will play nine holes and eighteen holes per outing from the month of May through the month of August.
Section 2: The members with low and high averages will be mixed on the lineup and to be grouped each month from the months of May to August outings with the Secretary-Treasurer playing in the first group.
Section 3: Each member must show up and see the Secretary one (1) hour prior to teeing off. Each member is urged to report to Secretary one week before the outing.
Section 4: Secretary and/or President shall use The Peoria Handicap system for contest in each outing with the selection of one Par 3, one Par 4, and one Par 5 holes. In case of a tie, low score in next hardest hole on the ladies scorecard will decide the winner. Three (3) dollars shall be awarded to a winner at each outing.
Section 5: The collection of five cents per putt from per entrant at each outing shall proceed to the prizes for the state tournament.
Section 6: The balance from the raffle sales on the 50-50 bases at each outing shall proceed to the state tournament prizes.
Section 7: Any member who shoots a hole-in-one during the outing or state tournament shall be awarded $25.00.
Section 8: All members are required to wear proper attire. Halters, tank tops, and bike shorts are not permitted.
Section 9: The expenses at the minimum of fifty dollars for flowers for any deceased member will be paid out of W.D.L.G. fund.
Section 10: The annual Christmas party to be held in December by any member may host the party.
Section 11: Any hearing person shall participate in the outings with understanding she shall not be eligible for any provisions according to the W.D.L.G. by laws.
Section 12: Any golfer between 16 and 17 years allowed participating in the outings with understanding she shall not be eligible for any prizes nor the tournament.
